Rates are wet, billed per Hobbs hour, and include fuel and oil; fuel bought away from Casper is reimbursed against a receipt up to the local rate. The Cirrus is the exception and the trap: it is published at $369/hr PLUS $130/hr of consumables (fuel, oil and oxygen, with TKS de-icing fluid charged on top), so its true hourly cost is closer to $499 than $369. Discounts are offered to military personnel and first responders, and a flat-fee subscription exists for the simulator.

Rising Wings publishes eight per-tail prices and no instruction rate anywhere across twenty-five pages, including its Private, Instrument and Commercial pages.
If I enroll through Casper College, do I pay these rates or the college's course fees?
Casper College publishes a flight fee total for its AAS and Rising Wings publishes hourly rates. Which one you are billed under changes what happens if you need extra hours.
Do you offer block rates or prepay discounts, and what is the refund policy if I stop partway?
Block discounts are common and rarely published. The refund terms matter more than the discount.
What do you charge for the written test, the checkride, and the examiner's fee?
The DPE fee alone runs $800 to $1,200 in most of the country and is almost never in a quoted hourly rate.
How many trainers and how many full-time instructors do you have right now?
Availability decides your pace, and pace decides your total more than the hourly rate does.
